The "two preventions" special rectification stage achieved remarkable results in a total of 20,630 rectifications

Recently, the Ministry of Communications convened its fifth security meeting in Beijing. During the session, officials reviewed the progress of the first phase of the "two defenses" special campaign, introduced the plan for the upcoming supervision efforts, and outlined the tasks for the next stage. Minister Li Shenglin emphasized the importance of maintaining a strong sense of urgency regarding water safety and ensuring that all measures taken are effective and impactful. So far, the self-assessment and hazard identification phase of the "two defenses" initiative has been completed. With the collective effort of various departments, the first phase has yielded impressive results. According to preliminary data, as of August 15, the country has carried out 20,630 rectifications, with 113,671 personnel involved in self-inspections. A total of 28,571 ships and 23,796 vehicles were deployed, and 41,411 people participated in training. The inspection team spent 270,071 hours on-site, conducting inspections of 28,870 personnel and 87,950 vessels. A total of 588 administrative enforcement actions were taken, along with 4,058 administrative penalties. Li Shenglin stated that as the leading authority in the transportation sector, the Ministry must remain vigilant and proactive in both prevention and safety. He highlighted the critical responsibilities they carry in ensuring public safety and creating a stable environment ahead of the 17th National Congress. For bridge safety, strict control and rigorous management are essential, while for water traffic, heightened awareness is necessary to maintain a safe and stable situation. He further stressed that the second phase of the campaign has now begun. Organizational supervision plays a key role at this stage. To ensure effective implementation, he proposed three main points: First, avoid superficial efforts and focus on real results. Inspections should be thorough, targeting areas that directly threaten water safety, with no tolerance for negligence. Second, coordinate between different departments and ongoing initiatives, integrating this inspection into broader national safety risk assessments. Third, after completing the inspection, it's important to review and consolidate findings to ensure long-term improvements. Vice Minister Xu Zuyuan chaired the meeting and outlined five key requirements for the supervision process: thorough planning, comprehensive investigation, clear accountability, focusing on effectiveness, promoting awareness through case studies, summarizing lessons learned, and maintaining a pragmatic approach to problem-solving. It is expected that the second phase of the "two defenses" campaign will officially start soon and conclude by September 30.
