"Intelligent measurement in the field of civilian four-meter applications" project experience

[China Instrument Network Instrument R&D] On March 7th, the “Application of “Internet+Measurement” smart metering technology in the field of civilian four-meter applications” undertaken by the Chinese Academy of Electric Power passed the acceptance of the Metrology Division of the General Administration of Quality Supervision, Inspection and Quarantine.

The research results of the project have been highly evaluated by the expert acceptance committee. It is recommended that the project experience be further summarized and the scope of extension and application should be expanded.

The project combed the current status and existing problems of electricity, water, gas, and heat civil four meters, studied key technologies such as smart metering, communication channels, and integrated acquisition, and analyzed in depth the policies and regulations, technical standards, and quality supervision. The management system explores the business model for the integration of energy measurement and collection, and designs a construction plan for an integrated energy measurement and collection platform. The energy measurement integrated collection design proposal put forward by the project has been applied in pilot projects in 26 provinces (municipalities) in some areas, involving more than 1.6 million households, and has achieved good application value. Energy-metering integrated collection technology is an effective application of “Internet+measurement” and is a reasonable manifestation of sharing economy. Through the implementation of integrated energy measurement and collection, it can achieve centralized management and comprehensive analysis of energy measurement data, and greatly reduce public utility infrastructure. The repeated investment will increase the utilization efficiency and service capacity of social public service resources, and provide strong technical support and guarantee for the construction of a resource-saving and environment-friendly society.

At the acceptance meeting, Director Xie Jun fully affirmed the research results of the project, emphasizing the strengthening of the quality management of the civilian four tables and improving the smart metering level of the civilian four tables, which is one of the core contents of the national people's livelihood measurement and government modernization management. Director Xie Jun introduced the background of the establishment of the National Expert Consultation Committee on Measurement Strategy, and pointed out that it is necessary to earnestly implement the relevant requirements of the National Measurement Development Plan (2013-2020) and further promote the research achievements of the “Internet + Measurement” smart metering technology. Promote the construction of demonstration projects and transformation of results, actively explore commercial operation models, continue to improve the traceability system, technological innovation system, and technical standard system, promote the coordinated development of legal measurement, scientific measurement, industrial measurement, and project measurement, and provide for the construction of a strong quality country Measurement basis protection.
